POST/v1/widgets/subscription
Self-serve tier change (admin only — spends credits). UPGRADES charge the
full monthly fee from the credit wallet NOW and open a fresh quota period
(402 when the balance can't cover it). DOWNGRADES charge nothing and are
scheduled for the current period's end (pending_plan_tier in the status
payload; picking your current tier again cancels the schedule for free).
Send expected_current_tier so a stale card 409s instead of charging for
a transition the org already left. 'business' is sales-led → 400.
Leaving to PAYG entirely is /subscription/cancel, not picking 'free'.
