Update API Key

Update an API key's name, scopes, rate limit tier, or IP allowlist.

The key value itself cannot be changed — use /rotate to get a new key.

A scoped API key cannot grant scopes or a rate-limit tier beyond its own (privilege-escalation guard, same as create).
